Putin Defensive Over Ukraine Plane Tragedy.
The Russian president says the "awful tragedy" would not have happened if military action had not resumed in southeast Ukraine.
President Putin has blamed Ukraine for the tragedy in which 298 people on Malaysia Airlines flight MH17 died after the plane was allegedly shot down over eastern Ukraine.
"This tragedy would not have happened if there were peace on this land, if the military actions had not been renewed in southeast Ukraine," the Russian president said.
"And, certainly, the state over whose territory this occurred bears responsibility for this awful tragedy."
Later, Mr Putin telephoned Dutch Prime Minister Mark Rutte to offer his "sincere condolences" to the country, which lost 189 citizens in the crash.
The Russian premier also said he had instructed his government to "do everything for a thorough investigation of this event".
The Kremlin said in a statement that Mr Putin had asked for a "thorough and unbiased" investigation into the cause of the crash.
"The head of the Russian state underlined that the tragedy yet again highlighted the need for the swiftest peaceful solution to the acute crisis in Ukraine,"
