Spanish ATM skimmer scammer arrested by Police in Pattaya .


On Monday morning, the Region 2 Police Commissioner, announced the arrest of a 56 year old Spanish National, who was caught with a skimmer and over 1,000 ATM cards.
The suspect, Mr. Fernando Manuel Navaro, was arrested by Chonburi Provincial Police Special Investigators and was caught with a skimmer, laptop computer, 109 ATM cards and over 1,000 blank cards.
It is suspected he placed devices on ATM’s around the Pattaya area and it is estimated he had stolen tens of millions of Baht from unsuspecting foreign and Thai bank account holders. It was also known that he was working for two Romanian men who are believed not to be in Thailand and he would send a percentage of the proceeds drawn from the bank accounts in Pattaya back to Romania.

Staff at British banks could be made to hand back bonuses more than six years after the money has been paid to them under a regime that will amount to the world's toughest rules on clawing back remuneration.
Sky News has learnt that the Bank of England (BoE)'s Prudential Regulation Authority (PRA) has decided to enforce, and potentially augment, a draconian proposal outlined in March.
In a policy statement to be published on Wednesday, it will confirm that banks will have to amend the employment contracts of senior staff in order to implement the new rules, which will come into force on January 1 next year.

A hospital in Nigeria where a man died of Ebola virus in the country's first case of the highly infectious disease has been shut down and quarantined.
Patrick Sawyer, a consultant for the Liberian finance ministry aged in his 40s, collapsed on arrival at Lagos airport on July 20.
He was put in isolation at the First Consultants Hospital in Obalende, one of the most crowded parts of a city that is home to 21 million people, and died on Friday.

A US company is hoping to help Pacific Islands combat illegal fishing with a wave-riding robot which can sense boats offshore.
The Pacific territory of Palau earlier this year declared no commercial fishing would take place in its 200 nautical mile Exclusive Economic Zone.
The country currently uses a Cessna Skymaster, and has also explored the use of unmanned drones, to patrol the fishing zone which is roughly the size of France.
Todd Kleperis of Liquid Robotics International says the wave and solar powered skimmer is a much cheaper option.
"Anything that's up the in the air is a great secondary tool - you don't want to use it as a first tool because it's going to cost too much money in fuel and...pilot time," he said.

Crews spent the night repairing damage after strong winds knocked down trees, blew off roof tiles and downed powerlines at Burnie, Devonport and Turners Beach.
Power was still out at Turners Beach, Wesley Vale, Latrobe, Leith, Miandetta, Blackstone Heights and parts of Launceston this morning.
There may be more to come, with a severe weather warning remaining for most of the north and north-west.

On September 18, Scottish residents will go to the polls and say "yea" or "nay" to the proposition, "Should Scotland be an independent country?"
It is a deceptively simple question.
If the Scots vote yes, complex negotiations will begin to exit the United Kingdom.
